This is the meat of it...the real thing that determines if Darkon is ready for this. The rest of the proposals are just the gravy that allows it to happen, or makes it easier to do. Without this chapter agreement, we do not have Chapters.
So it's time for the Senate to decide if we want to take this course, do it the way described in the Chapter agreement or do something else. Understand that the agreement was written with the aid of 4 other groups that want to be chapters of Darkon. Fail here and we alienate them, as we did with ORCS.
No one is in a rush either. The 4 other clubs will continue playing the game as they have (some for 7 years) while this gets deliberated.

Darkon Chapter Contract
Amended Jan 1, 2013
This Agreement is entered into on this _____ day of __________, 20_____; between Darkon Wargaming Club, Inc. and _________________________hereinafter referred to as "Grantee." Under specific terms contained herein, Darkon Wargaming Club,Inc., a Maryland Non-profit Corporation agrees to allow the Grantee use of the name Darkon and the live action, role-playing game system known as Darkon. Darkon Wargaming Club, Inc., the originator, founder, and author of this role-playing system, holds all applicable copyrights. Providing that all terms of this Agreement are met, the Grantee shall, in perpetuity, be permitted the use of the Darkon name and role-playing system and enjoy all the rights and privileges of a Darkon Group.
TERMS OF AGREEMENT
The Grantee agrees to operate a non-profit group, with or without governmental recognition. All proceeds gained from dues, sales of publications, special events, etc., must be used for the furtherance of the group. At no time may any monies gained by the group be used for personal profit.
Abide; without deletion, addition, or alteration excepting as defined in this agreement; by the Core Rules of the Rules of Play as published by the Darkon Wargaming Club, Inc. While special events may warrant the creation of special rules, regular events must utilize the standard Core Rules of the Rules of Play.
Maintain a Local Rules section in the chapter Rules of Play, to be placed immediately after the Core Rules. The first paragraph of the Local Rules section must read:
The “Realm Rules” are those rules that are specific to the local organization and may be different than similar rules in other chapters. Realm rules are limited to rules that govern game mechanics not already covered in the core rules and may not add to or alter the core rules in any way. This “Realm Rules” statement must be in all chapter rulebooks at the start of the Realm Rules sections per the Chapter Agreement.
Appoint, through fair and equitable means; whether competition, election, or other method; officers as described in the Darkon Wargaming Club, Inc. Bylaws for the appropriate group size.
Develop an award system with Knight of the Realm bring the highest achievement.
Abide by all laws, whether local, state or federal.
Maintain a positive relationship with the authorities, with the general public, with other groups and organizations, and with other Darkon groups.
Educate and enrich the membership and the public through demonstration, instruction and creativity.
Refrain from reproducing any copyrighted materials without express written permission from the Board of Directors of Darkon Wargaming Club, Inc. (hereinafter referred to as the B.O.D.).
Hold events on a bi-weekly basis. These events may be combative, competitive, or instructional, but must be related to Darkon. These events must be open for participation to the entire membership of the Grantee’s group, members of other Darkon groups, and non-members interested in joining.
Maintain records of attendance, a membership roster, accurate financial records, and records of awards and honors received by members. These records must be available for review by the Board of Directors of Darkon Wargaming Club, Inc. upon request.
Treat all members fairly and equally, without regard to sex, race, creed, color, national origin, religion, disability, or age. Such restrictions as must be placed for purposes of safety and reduction of liability must be fair and not discriminatory.
The Grantee may choose to seek status as a non-profit corporation. Upon meeting all governmental requirements, the Grantee may incorporate under the name of Darkon: Chapter of " _____________", and elect a Board of Directors. The Grantee’s incorporation has no effect on this agreement, and both parties remain bound under its terms and obligations. We will be known by our chapter name as well as "Realm of _________________".
A new group becomes provisional upon signing this contract.
Perks - Credit Reciprocity with other contracted Chapters.
A group may become a Full Chapter after achieving all these criteria:
One year of existence after signing the initial contract with the Board of Directors of Darkon Wargaming Club, Inc.

Functional award system
Approval of the Board of Directors of Darkon Wargaming Club, Inc.
Perk - Award reciprocity with other contract chapters.
A group may become a Realm Chapter after achieving all these criteria.
[*]Darkon Wargaming Club, Inc. shall determine the requirements and the rights and responsibilities of Realm Chapters and re-issue this agreement with said rights and responsibilities no later than the close of 2017.
Darkon Wargaming Club, Inc. agrees to:
Grant permission for use of the Darkon name and role-playing system in perpetuity for as long as the Grantee meets the terms of this Agreement.
Provide online, printable copies of the Rules of Play, the Bylaws ,and sundry supplemental documents used to facilitate play of the Darkon role-playing system. The Grantee may resell these publications to its members, without alteration, at a cost no greater than 10% above the price paid by the Grantee.
Provide copyright-free forms for copying and use for the maintenance of attendance and other records.
Darkon Wargaming Club, Inc., its officers, members and participants accept no liability nor responsibility for the actions of, or any injury to, any member or officer of the Grantee’s group. Grantee undertakes the formation of a Darkon group under its own recognizance, and its members participate in the Darkon role-playing system by choice.
TERMINATION OF AGREEMENT
The Grantee may choose at any time to terminate this Agreement. A letter detailing the reasons for termination must be sent by registered mail to the President of the Board of Directors of Darkon Wargaming Club, Inc. Within thirty days of termination, copies of all records, including a full accounting of the distribution of assets, must be forwarded to the President of the Board of Directors of Darkon Wargaming Club, Inc. If the Grantee has not incorporated, the letter must be signed by the three highest officers of the group. If the Grantee has incorporated, the letter must either be signed by a quorum of board members, or by the President, with an accompanying resolution by the Board. The Board of Directors of Darkon Wargaming Club, Inc may, at their sole discretion, choose to form a new Agreement with any members of a terminated group who desire to remain active group members. Failure to comply with any term of this Agreement by the Grantee will constitute a material breach of this Agreement, and may result in the termination of this Agreement by Darkon Wargaming Club, Inc. A letter detailing the reasons for termination must be sent by registered mail to the highest officer of an unincorporated group, or the Board President of an incorporated group. Within thirty days of receipt of such letter, copies of all records, including a full accounting of the distribution of assets must be forwarded to the President of the Board of Directors of Darkon Wargaming Club, Inc .
ALTERATION OF AGREEMENT
From time to time Darkon Wargaming Club, Inc may review this agreement and make changes based on changes in the bylaws or core rules. Any changes to this agreement will be sent to the Grantee by registered mail and are binding as if part of the original agreement. Grantee may terminate agreement per the above paragraph.
DISTRIBUTION OF ASSETS
Immediately upon the termination of this agreement, all assets must be eliminated in a fair and legal fashion. Such elimination of assets must be completed within thirty days of termination of this Agreement, at the end of which period a full report must be forwarded to the Board of Directors as previously described. Options for the elimination of assets include:
Use of cash on hand for the sponsorship of a final special event.
Contribution of cash assets and/or capital property to a legally recognized non-profit charitable organization.
Return of dues to members who paid them, return of capital properties to donors, equal redistribution of special event profits to members who purchased tickets to the event, etc. Whatever method used must be in compliance with all applicable laws and reported in detail to Darkon Wargaming Club, Inc. within thirty days of termination.
Signatures recorded below are for individuals who warrant that they are authorized representatives of the Grantee or Darkon Wargaming Club, Inc. This agreement is binding upon the groups represented by these individuals, and shall remain in effect regardless of changes of officers or group membership.
